Walnut Creek Downtown Association Welcomes Four New Board Directors

The Walnut Creek Downtown Association (WCD) is pleased to announce the appointment of four distinguished professionals to its Board of Directors: Moe Delfani, Kate Loughlin, Erica O’Leary and Chad Silver. Each brings a wealth of experience and a strong commitment to fostering a thriving and inclusive downtown business community.
Moe Delfani is a longtime Walnut Creek resident with a dynamic career in hospitality, retail, and real estate. Beginning with nightclub and retail ventures in Old Sacramento, North Beach, and Oakland, Moe built a thriving business that evolved into Zebra Tattoo & Body Piercing, a well-known cultural institution in rock & roll fashion, body piercing, and tattooing. Beyond his entrepreneurial success, Moe has been a respected real estate professional in the East Bay for over 35 years. He and his wife, Siobhan, have been married for over 40 years; their son Sean, continues the family business by managing Zebra’s Walnut Creek and Berkeley locations.
Kate Loughlin, a Lamorinda native, brings a unique blend of experience in education, business, and wellness. After earning her degree from the University of Michigan and spending a decade in international education, Kate transitioned to the fitness industry, ultimately opening TruFusion Walnut Creek in 2019. Her boutique fitness and yoga studio has become a hub for wellness and community-building. Kate’s deep local ties and passion for fostering connections make her a valuable addition to the WCD Board.
Erica O’Leary is a Business Banker with First Citizens Bank, specializing in supporting small businesses, particularly those that are minority- and women-owned, by providing essential banking and lending solutions. In addition to her new role with WCD, Erica serves as Board Secretary for the Nor-Cal Financial Development Corporation, which partners with financial institutions to expand access to capital in underserved communities. A lifelong Californian, Erica resides in the Bay Area with her family and enjoys traveling, bocce, and spending time with her four beloved pets.
Chad Silver is the Chief Operating Officer of Kaiser Permanente Walnut Creek Medical Center. With an extensive background in healthcare leadership, Chad has held executive roles in hospitals across Nevada, Washington, and Arkansas, focusing on operational excellence and patient care. Passionate about people and culture, Chad has developed a reputation as a transformational leader with success in developing high-performing teams, fostering an environment that promotes high employee engagement and developing a culture around patient-centered care. Chad holds a master’s degree in healthcare administration from Cornell University and a Bachelor of Science in Health from Ohio University. Chad, his wife Andrea, and their son Zev are excited to contribute to the local community—along with their English bulldog, Kona.
